The legal and regulatory framework governing controlled substances continues to shift. Telehealth prescribing flexibilities have been extended through Dec. 31, 2025, the “HALT Fentanyl Act” is headed to President Trump’s desk for signature and recent opioid settlements point to heightened enforcement ahead.
Against this backdrop, the American Conference Institute’s Controlled Substances – Regulation, Litigation and Enforcement Summit returns to New York City on Jan. 26–27, 2026, offering the critical insights and practical strategies needed to navigate change and stay ahead.
Warner partner Adam B. Townshend will participate on the panel “Navigating Conflicting Federal and State Laws: Winning Strategies to Stay Compliant in a Fragmented Legal Landscape.” The session will offer actionable strategies to help businesses bridge the gaps and protect the organization. Discussion topics include:
- Interpreting DEA guidance on meeting state-specific requirements.
- Implementing practical solutions to manage conflicting legal obligations.
- Reducing risk from heightened enforcement of dispensing activities.
- Spotting red flags in pharmacy and prescriber behavior to prevent diversion.
Townshend is a frequent speaker on controlled substances enforcement, drawing on more than 15 years as an assistant U.S. attorney for the Western District of Michigan, where he led complex civil and criminal matters, including fraud schemes targeting the health care industry and cases involving national security threats.
At Warner, Townshend is a member of the firm’s Litigation and Dispute Resolution and White Collar Criminal Defense Practice Groups. He focuses on fraud, criminal and civil investigations, intellectual property and financial crimes affecting health care entities, defense contractors, financial institutions and other highly regulated sectors.
