On September 9, 2009, the Michigan Supreme Court denied a prisoner's motion to waive filing fees in Dillard v. Department of Corrections, Case No. 139623, for the reason that under MCL ' 600.2963, a prisoner pursuing a civil action is liable for filing fees. However, the Court authorized a payment plan.
