Ripple Effects of the Road Funding Plan:&nbsp;Michigan’s General Fund revenue was reduced by almost $800 million following last October’s road funding legislation, which eliminated the sales tax on motor fuel and replaced it with an increase in the motor fuel tax, which generated new revenue for roads. The Governor’s new budget proposal grapples with how to deal with this revenue shift.

The webinar will analyze how the Governor addressed this almost $1 billion shortfall. Hint: it wasn't due to budget cuts. &nbsp;&nbsp;

A Look Back at Recent Budget Growth:&nbsp;Are we back to “normal” yet? Michigan’s budget ballooned in recent years, driven in large part by federal pandemic-related stimulus. The analysis will examine how this federal support affected the state budget.

Medicaid and the One Big Beautiful Bill Act (H.R. 1):&nbsp;The federal enactment of H.R. 1 will shift additional costs related to food assistance and Medicaid onto the states in the coming years. The Governor’s budget recommendation includes over $800 million in new annual revenue by increasing taxes on tobacco products, e-cigarettes, internet gaming, sports betting and digital advertising — all dedicated to Medicaid and other health care programs. The webinar will examine the tax burden by sector and its implications for Medicaid in the coming years.

Other Tax Relief:&nbsp;The webinar will examine two other tax policy proposals included in the Governor’s budget request&nbsp;—&nbsp;an enhanced homestead property tax credit for seniors and a new “sales tax holiday” each August for purchases of clothing and school supplies.

Michigan’s&nbsp;“Rainy Day Fund":&nbsp;The Governor’s proposal relies on a $400 million withdrawal from the Budget Stabilization or&nbsp;“Rainy Day Fund." How does that affect the state’s readiness for Michigan’s next rainy day?
