Rich Bouma has represented health care providers for twenty-five years on health law issues. He regularly advises clients concerning billing compliance, Medicare and Medicaid reimbursement, HIPAA privacy regulation, as well as transactional and contract issues. Rich is the former Chair of the Firm's Health Law Practice Group and a member of the Firm's HIPAA Task Force.

Representative Experience

  • Regularly advises community hospitals, physicians and other health care providers concerning Stark II compliance, federal and Michigan anti-fraud and anti-kickback statutes, and tax-exemption issues (including tax-exempt bonds)
  • Frequently represents physician groups in negotiations with hospitals and large national companies establishing surgical centers, imaging companies and clinics (such as cyberknife facilities and dialysis clinics)
  • Regularly advises physicians community hospitals, and other health care providers concerning reimbursement and compliance issues, licensing issues, certificate of need issues, physician discipline matters, corporate reorganizations, hospital and medical staff bylaw revisions, and contract negotiations
  • Successfully represents physician groups and individual physicians in separation-of-practice negotiations
  • Has successfully represented community hospitals in merger negotiations, including mergers subject to antitrust challenge
