Michigan Unique in Clean Water Rule Debate Due to 1984 Wetland Program

"Has the new, hotly-debated federal Clean Water Rule issued by the Obama Administration taken effect in Michigan? Short answer: Yes, but it's complicated."

Scott D. Hubbard, Partner at Warner Norcross & Judd, said the rule potentially creates a "whole new dimension" for development permitting and threatens to tilt the existing balance toward a greater federal hand in land and water use."
