William Fulkerson Appointed to Rulemaking Process Advisory Rules Committee

William C. Fulkerson, an attorney with the law firm of Warner Norcross & Judd LLP, has been appointed to a statewide committee designed to make it easier for companies to do business in Michigan.

Fulkerson, who focuses his practice on environmental law, is one of 12 business and government leaders appointed to the newly created Rulemaking Process Advisory Rules Committee, or ARC, by the Office of Regulatory Reinvention.  The committee is designed to perform a systematic review of all rulemaking processes in Michigan with an eye to streamlining the regulatory process.

“The impact of regulations and rulemaking processes on Michigan's competitiveness with other states cannot be ignored,” said Steven H. Hilfinger, Michigan's Chief Regulatory Officer and director of the ORR.  “An efficient regulatory structure is important to attract economic development in Michigan.  We are fortunate to have such a talented and esteemed group of people take the time to volunteer to look at our state's rulemaking processes.”

Gov. Rick Snyder has called for the ORR to systematically review all rulemaking processes in Michigan.  The ARC will review these processes in order to streamline the regulatory structure and attract economic development to the state.  The ARC’s will report its findings and recommendations to the ORR that will in turn report the conclusions to the Governor.

Fulkerson has extensive experience in environmental and regulatory law.  In addition to serving as the past chair of the firm’s Government Affairs Practice Group, Fulkerson spent 20 years was the Chief Administrative Law Judge for the Michigan Department of Natural Resource, now the Department of Environmental Quality.  He is the past chair of the State Bar of Michigan’s Administrative Law Section and a frequent speaker on administrative law topics.
