Warner Norcross Opens Lansing Office, Establishes Government Affairs Practice Group

Warner Norcross & Judd LLP has opened an office in Lansing – its fifth in the state.

The Lansing office, which opened Aug. 1, will allow the Firm to establish a strong presence in the state capital by adding new attorneys with experience in administrative law, lobbying and election law and by providing a home for its Government Affairs Practice Group. It will also allow Warner Norcross to better serve existing clients who need to meet with lawmakers, appear before the legislature or interact with decision makers in Lansing. The new office will be located in the heart of downtown Lansing at 201 N. Washington Square, Suite 920.

Warner Norcross also announced that James Cavanagh, an attorney and registered lobbyist, has joined the Firm. Cavanagh brings more than 25 years of experience to the Firm and will concentrate his practice on government relations, lobbying, election law, campaign finance and related issues. He will practice in the Lansing office.

Jim has extensive professional roots in Lansing, from serving as an attorney to two speakers of the Michigan House of Representatives to his present-day role as a private-practice lawyer focusing on government regulations and lobbying.

Cavanagh joins the Government Affairs Practice Group, which is co-chaired by William C. Fulkerson and Troy M. Cumings and focuses on administrative law, lobbying and election law. Fulkerson served as chief administrative law judge for the Michigan Department of Natural Resources before joining the firm. Cumings formerly worked as a legislative aide for several legislators in the Michigan House of Representatives.

While Warner Norcross attorneys have been active in government relations work for decades, establishing a formal practice group assembles and capitalizes on the Firm’s in-house intellectual capital. The practice group offers a variety of legal services, including administrative licensing and permitting work, legislative monitoring and analysis, campaign finance and election law, lobbying services, drafting legislation and related areas.

Prior to joining Warner Norcross, Cavanagh was an attorney and lobbyist with the Lansing law firm of Kelley Cawthorne PLLC. He has been in the private practice of law since 1985, focusing on government relations work before the Michigan legislative and executive branches of government, administrative law, workers’ compensation, licensing and professional regulation, campaign finance, health care and related areas of business and corporate law.

During his 22-year tenure as a lobbyist in Michigan, Cavanagh represented a wide variety of clients, including professional associations in the fields of health care, design and engineering, and the environment.

Cavanagh also served as legal counsel to two speakers of the Michigan House of Representatives. He was a two-term commissioner with Eaton County and was appointed to serve as a Michigan Special Assistant Attorney General to represent the state in workers’ compensation matters.
